APPROVAL OF MINUTES:

  • Approval of minutes of the July 27, 2010 meeting; and to dispense with the reading of said minutes.
INVOICES/BILLS TO BE DISCUSSED AND ACTED ON:

  • Discussion, consideration and action relative to approving the invoice from Fine Line Landscape for work done on Main Street Pascoag in the amount of $202.50.
  • Discussion, consideration and action relative to ratifying approval of the invoice from Coyle Appraisal for appraisal report on a portion of Plat 160, Lot 75 in the amount of $1,750.

  • Discussion, consideration and action relative to Financial Report including Budgets and Audits.  
OLD BUSINESS TO BE DISCUSSED AND ACTED ON:

  • Discussion, consideration and action relative to the Clock Tower Project.
  • Discussion, consideration and action relative to the Office Incubator Space, Clock Tower Project.
  • Authorization to award construction contract to outfit the incubator space.
  •  Authorization to execute a lease and/or an acquisition agreement with NeighborWorks.
  •        Authorization to execute a lease agreement with a prospective tenant.
  • Discussion, consideration and action relative to Stillwater Mill Redevelopment District.
  • Discussion, consideration and action relative to the Downtown Pascoag Redevelopment District.
NEW BUSINESS TO BE DISCUSSED AND ACTED ON:

  • Discussion, consideration and action relative to the tourism advertisement for the Blackstone Valley Business Center promoting the Town of Burrillville.  Note: The ad will be in their magazine and distributed to about 2000 people including RI and MA state representatives at their annual dinner.

10) Memo to Town Council regarding the Burrillville Redevelopment Agency vote on the Downtown Pascoag Master Plan dated July 2010.

11) Article titled “Turning Downtowns Around: Business Improvement Districts” published in the Planning Commissioners Journal, 79, 2010.  RI refers to them as District Management Authorities in Chapters 45-59 of the RI State Laws.

12) E-mail from Michael C. Wood, Town Manager, regarding Verizon’s relocation of duplicate set of utility poles along Pascoag Main Street.

GENERAL DISCUSSION:

EXECUTIVE SESSION PURSUANT TO RHODE ISLAND GENERAL LAWS 42-46-5:

13) Request for Executive Session from Michael C. Wood, Secretary, pursuant to Rhode Island Open Meeting Law [42-46-5 (a)(2)] for discussion and considerations related to potential litigation and pursuant to Rhode Island Open Meeting Law [42-46-5 (a)(5)] for discussion and considerations related to the acquisition, sale or exchange of real property:

a.      Agreement with NeighborWorks to lease and/or acquire property.
b.      Exchange or lease of property within the Clock Tower building.
c.      Disposition of Stillwater lot (map 160, lot 75)
d.      Downtown Pascoag properties (various)
